The memory is configured to store video information associated with the bitstream. The apparatus further comprises a processor in communication with the memory, the processor being configured to determine whether a reference layer is included in the bitstream. The processor is further configured to: determine whether to process the indication based on whether the reference layer is included in the bitstream, and, if the reference layer is included in the bitstream, process the indication, in the video bitstream . The processor is also configured to code the video information based at least in part on the processed representation.
