Provided are a spatial design system, a spatial design method, and a program with which it is possible to provide a planting design corresponding to an effect expected by a user. A spatial design system (1) includes: an acquisition unit (141); a generation unit (142); and a design information output unit (143). The acquisition unit (141) acquires layout information for a space in a facility, environmental information related to an environment to be controlled in the space, and a target value of an effect that a person in the space can obtain from a spatial design for the space. The generation unit (142) acquires planting design information about a design of plants arranged in the space, on the basis of the layout information, the environmental information, and the target value. The design information output unit (143) outputs the planting design information.
