An equilibrium calculation device according to one embodiment of the present invention is an equilibrium calculation device for calculating equilibrium state of a congestion game. The equilibrium calculation device is characterized by comprising: an input means for inputting graph information representing, in a zero-suppression-type binary decision diagram, a set of strategies used by players of the congestion game and showing combinations of items; and a calculation means that uses the graph information input by the input means to calculate equilibrium state information including a proportion of the players having selected the strategies in the equilibrium state using a variant of Frank-Wolfe algorithm.
