The present invention relates to an offshore fish-farming cage facility and a method for installing the facility. According to one embodiment, the offshore fish-farming cage facility may comprise: a fixed-type jacket structure which is fixed to the seabed and is partially exposed above the water; at least one offshore cage which is positioned in the periphery of the fixed-type jacket structure and cultivates living organisms therein; a rotating device which connects the offshore cage to the fixed-type jacket structure and rotates the offshore cage in a direction in which an external force is exerted on the offshore cage; a feed supply device which supplies feed to the offshore cage; and a control device which is installed on a portion of the fixed-type jacket structure that is exposed above the water, and regulates the feed supply by controlling the feed supply device on the basis of marine conditions around the offshore cage or sea conditions.
