Disclosed is a dual pump system for recovering a light non-aqueous phase liquid (LNAPL) capable of stabilizing hydraulic flow control in advance, and a method for recovering LNAPL using the same. The dual pump system for LNAPL recovery includes a lower pump, an upper pump, an LNAPL detection sensor, a vertical movement controller, an inverter control module and a dual pump operating system. The lower pump is placed in the deep region of the aquifer. The upper pump is placed in the upper region of the aquifer. The LNAPL detection sensor is placed to measure the depth at which the LNAPL is located. The vertical movement control device controls the vertical movement of the upper pump. The inverter control module controls driving of each of the lower pump and the upper pump. The dual pump operating system (i) controls the pumping amount by the lower pump constantly and recovers the LNAPL floating on the surface of the water level that fluctuates according to the hydraulic characteristics of the groundwater, based on the measured value by the LNAPL detection sensor. Control the vertical movement to control the drive of the upper pump, or (ii) variably adjust the amount of water pumped by the lower pump to keep the level of groundwater constant, and float at a fixed water level while the position of the upper pump is fixed. Controls the drive of the upper pump to recover LNAPL.
