The catalysts may be made by dissolving ammonium metavanadate or vanadium pentoxide in aqueous oxalic acid, adding a manganese salt to the resulting solution in the appropriate weight ratio, impregnating the support with the solution, drying at 110- 120‹C and calcining at 400-600‹C, the impregnation, drying and calcination being repeated one or more times.
