PURPOSE:To obtain a quick and stable response characteristic independently of the operating state of a thyristor switch capacitor(TSC) by providing a transfer function changing circuit and changing the transfer function in accordance with the extent of make of the TSC. CONSTITUTION:A transfer function changing circuit 41 is provided in a controller 3, and a transfer function circuit 34 is so constituted that the transfer function is selected or changed by the command of the transfer function changing circuit 41. The transfer function changing circuit 41 monitors the output of a make extent calculating circuit 36 of a TSC 6 and outputs a transfer function change command to the transfer function circuit 34 in accordance with the extent of make of the TSC 6. The transfer function circuit 34 has several kinds of transfer function, and the transfer function is so changed that a quick and stable response is always obtained. Since several kinds of transfer function are set in accordance with the extent of make of the TSC 6, one of them is selected or determined by operation at each time by the transfer function changing circuit 41.
