PURPOSE: To save a labor of a measurement for use and reduce cracking after a cement is cured by a method wherein a cement mixing material and/or mixing agent is packaged by a packaging material made of high-strength paper containing a sizing agent or a paper strength increasing agent, and the obtained package is put into a cement mixture and agitated for beating the packaging material. ;CONSTITUTION: A packaging material is obtained by adding a sizing agent or a paper strength increasing agent to a raw material for paper or a pulp sheet containing a cellulose fiber, or alternatively by adding a sizing agent or a paper strength increasing agent to prepared paper. As another preferable alternative, a polymer substance dissolving or disintegrating in an alkaline solution is applied or laminated on the paper. Every generally-known cement mixing material (agent) can be used to be packaged by the packaging material. The package is agitated together with a raw concrete or the like, e.g. in a drug agitator, thereby being dissolved or beat to be uniformly mixed.
