PURPOSE: To operate properly a drainage pump by providing a detector for detecting physical quantity relating to the flow of a point to the upper stream point of a drain, and deciding whether or not the rate of increase in detected value is rapid to detect the generation of flash flood. CONSTITUTION: A drainage pump equipment space 2 is provided around a river to be discharged, and rain water is collected by a drain 4 formed of a main pipe line 6 including small rivers arranged in a drain objective area and a plurality of branch pipe lines 8-18-4. Water level detectors 16a and 16b are provided to the upper stream point (a) and lower stream point (b) of the branch pipe line 8-1, and water level detectors 16e and 16f are provided to the upper stream point (e) and lower stream point (f) of the branch pipe line 8-2. Then, based on water level data detecting the detection and forecast of arrival time of flash flood with water level detectors 16a-16f, drainage ability is automatically controlled by a pump controller 14. Accordingly, the generation of flash flood is quickly detected to make it possible to operate in correspondence with the drainage pump unconstrainedly.
