PROBLEM TO BE SOLVED: To obtain the subject controlling agent containing a polymeric compound having a specific cyclic iminoether structure on a side chain, highly effective for delaying the formation of clathrated hydrate crystal and suppressing the growth of the crystal and suitable for preventing the clogging of a pipeline during the drilling and transportation of crude oil, natural gas, etc. ;SOLUTION: This controlling agent contains a polymeric compound having a structure of the formula {P1 is a polymer main chain; Z is direct bond or a group of the formula II [R5 and R6 are each H, a halogen, an alkyl, an aralkyl, a (substituted)phenyl or OH]; R1 to R4 are each R5} in the molecule [e.g. a polymer produced by polymerizing a monomer component containing a compound of the formula III (R7 is an acyclic organic group having an addition-polymerizable unsaturated bond) such as 2-isopropenyl-2-oxazoline].
