PURPOSE:To efficiently bring a tube into close contact with a seat plate by cutting up end part to major axis direction and expanding the tube so as to abut on the seat plate. CONSTITUTION:This device consists of a regulating member 37 for inserting the tube 39 in a heat exchanger core into an insert hole in the seat plate 35 by pushing the seat plate 35 and also for regulating projected quantity of the tube 39 from the insert hole in the seat plate 35 and expanding blades 41 for expanding while cutting up the end part 59 to the major axis direction of tube 39 projected from the seat plate 35 arranged in this regulating member 37 so as to abut on the seat plate 35. Therefore, at the time of pressing the seat plate 35 with the regulating member 37 and inserting the tube 39 into the insert hole in the seat plate 35, the end part 59 to the major axis direction in the opening part of tube 39 projected from the seat plate 35 is expanded while cutting up with the expanding blades 41 in the regulating member 37 so as to abut on the seat plate 35, and the tube 39 can be expanded at the end part 59 to the major axis direction thereof.
