PROBLEM TO BE SOLVED: To obtain an operation quantity prediction model constructing device, etc., which can easily and securely construct a prediction model superior in prediction precision. ;SOLUTION: This operation quantity prediction model constructing device 10 is equipped with an input/output correlation analysis part 1 which analyzes the correlation between the heat demand of a heat supply plant 20 inputted through a human interface part 13 and respective kinds of factor data capable of affecting the heat demand on the basis of the past heat demand actual values of the heat supply plant 20 stored in a heat demand actual value storage part 12 and the factor data and also determines the factor data relating the heat demand of the heat supply plant 20 among the factor data based on the analyzed correlation.
