When installing the synthetic resin insulation film during the landfill construction process, the elastic resin insulation film is installed at every necessary place, so that even when a load is applied to the synthetic resin insulation film, the elastic insulation film is stretched so as to prevent the synthetic resin insulation film from tearing. After constructing a long length of synthetic resin lining at the time of construction, cut the necessary parts, overlap the upper and lower joining surfaces of the stretchable synthetic resin lining layer with the cut surfaces of the original synthetic resin lining layer, and heat-melt them, depending on the progress of the landfill operation. When shear force is generated in the upper synthetic resin insulating film, the uneven portion of the flexible synthetic resin insulating film increases to prevent breakage of the synthetic resin insulating film.
