PURPOSE: To provide a device and a method for monitoring a fault to warn a maintenance businessman so that he can foreknow the occurrence of important abnormality and in addition, take an economical countermeasure. ;CONSTITUTION: A detecting means 2 detects the frequency of occurrence of the abnormality. A diagnosing means 3 diagnoses the size of the damage. A fuzzy control arithmetic part 4 determines the countermeasure on the basis of the frequency of occurrence of the abnormality and the size of the damage.
