Forwarding clock generator (2) sets period of forwarding clock signal to preset clock pulse rate (n) where n equal to 2 or more integers which increases when number of clock pulses increases. Sampling clock generator (5) sets sampling period equal to preset pulse rate. An output section (7) outputs asynchronous serial data forwarded from a terminal to another, at set rate and sampled at set sampling rate.
