PROBLEM TO BE SOLVED: To efficiently prevent clogging with coagulated impurities in a water soluble material to be treated to coarsely grain by the co-coagulation of a combined action of both electrocoagulation action between electrodes and electrochemical action and filtering through a filtration layer. ;SOLUTION: The coagulation and coarsely graining phenomenon in the liquid to be treated proceeds by the electrocoagulation action of an electric field in a flow passage R1 between a cylindrical charge electrode 15 and an outside cylinder earth electrode 11 under charging and at the same time, aluminum ion is eluted into the liquid to be treated from an aluminum made cylindrical body 16 provided on the outer periphery of the cylindrical charge electrode 15 to generate aluminum hydroxide exerting the electrochemical coagulation action upon the liquid to be treated.
