PROBLEM TO BE SOLVED: To secure identify of an external character. SOLUTION: The external character is provided to a user by master files 6, 10 of the external character generating and storing image data corresponding to an external character code, a data reception part 5 and a Web page request part 16 acquiring a file based on a reading request from a user's terminal 5, an external character decision part 18 deciding whether the external character is used in the file acquired by the data reception part 5, the data reception part 5 and an external character data request part 20 acquiring the external character code corresponding to the external character from external character management servers 1, 2 when it is decided that the external character is used, and an HTML file generation part 23 replacing the external character code acquired by the data reception part 5 with a font code stored by the master files 6, 10 of the external character and providing the file including the font code to the user's terminal 5.
