Road usage model for charging road users according to emissions they cause with special low emission zones where it is very expensive for high emission vehicles to enter
Method for environment orientated grouping of road network usage fees whereby for given zones at certain times average emissions of polluting and climate damaging gases are compared with the instantaneous emissions from heavy vehicles and if a limit is exceeded a heavy increase is applied to the network tariff. The inventive method relates to an environmental method for charging for road usage, whereby certain built-up zones are defined as low emission zones. When heavily polluting vehicles enter such zones emissions data can be fully electronically and telegraphically evaluated and fed back to a central network processing station from where a hefty levy can be applied to the vehicle road usage fee.
