PROBLEM TO BE SOLVED: To insert a digital watermark by automatically controlling a digital watermark strength by calculation the resistance evaluation value of the digital watermark with a uniform reference regardless of the kind of attack in a system for inserting the digital watermark by automatically controlling the strength. SOLUTION: A detection rate converting part 13 converts detection rate data, which are outputted from a detection rate calculating part 12, corresponding to an attack parameter and the detection rate data corresponding to a picture quality after attack are found. The provided data are inputted to a resistance evaluation value calculating part 14, the resistance evaluation value is calculated by common statistic processing independent of the kind of attack and a digital watermark characteristic table is generated by a characteristic table generating part 15 together with a picture quality deterioration degree outputted from a picture quality deterioration degree calculating part 11. The provided digital watermark characteristic table is inputted to a storage 1 by an input device 5 and used for controlling the digital watermark strength.
