PURPOSE: Provided are a rust prevention coating agent improved in corrosion resistance, and adhesion to coat and hydrophilicity and a rust prevention treating method using the rust prevention coating agent. CONSTITUTION: The rust prevention coating agent comprises 10-10,000 ppm of a F and Zr-containing compound and 1-10,000 ppm of a guanidine compound and/or its salt, wherein the guanidine compound and/or its salt is represented by the formula 1, and has a weight average molecular weight of 59-1,000,000. In the formula 1, Y is -C(=NH)-NH-(CH2)m-, -C(=O)-NH-(CH2)m- or -C(=S)-NH-(CH2)m-; m is an integer of 0-20; n is a positive integer; k is 0 or 1; X is H, an amino group, a hydroxyl group, a methyl group, a phenyl group, a chlorophenyl group or a methylphenyl group; and Z is a polymer having a weight average molecular weight of 200-1,000,000.
