PURPOSE: A transmission scheduling method in communication systems is provided to provide a detectable degree of difference to end users belonging to a different QoS class and practical benefits to network operators. CONSTITUTION: A satisfied metric and an unsatisfied metric are determined by a scheduler(119) with respect to each mobile station(105) at a specific time. Each mobile station(105) is allocated a weight value by the scheduler(119). An unscheduled user is selected to be matched to a decision of the scheduler having a weight value function of a positive value, and if there is no user having a weight value function of 0 or a negative value, no user is scheduled and an air link slot is in an idle state. Thus, in order to receive the next scheduled transmission in the current air link slot, a mobile station(105) having the highest positive weight value selected as a user to receive a service or be scheduled.
