Traffic control system for controlling the traffic flow of vehicles on a street using traffic lights (3). The system includes a traffic computer (1) and a vehicle detector (5) for detecting a vehicle on a road, for counting vehicles or for determining the number of vehicles in a road section. An observation vehicle (7) is assigned to the traffic computer for transfer of its position in the road network. An independent claim is made for a method for controlling traffic flows in a road network in which observation vehicles transmit their position to traffic computers in order to indicate time of travel between network points.
