PPROBLEM TO BE SOLVED: To provide a seismic risk diagnostic system capable of accurately calculating seismic risk. PSOLUTION: This seismic risk diagnostic system includes: a fragility curve creation means 2; an estimated damage amount calculation means 2 for calculating an estimated damage amount generated in a facility when an earthquake having a predetermined ground acceleration occurs from the fragility curve and a damage amount when a constituent constituting the facility is damaged; an earthquake occurrence probability calculation means 2 for calculating probability that an earthquake having the predetermined ground acceleration occurs; and a damage occurrence probability calculation means 2 for calculating probability that a predetermined estimated damage amount is generated in the facility from the estimated damage amount generated in the facility when the earthquake having the predetermined ground acceleration occurs and the probability that the earthquake having the predetermined ground acceleration occurs. The fragility curve creation means is so structured as to create the fragility curve when the constituent is a building according to an Is value representing earthquake-resisting performance of the building.
