PURPOSE: A master station for transceiving encoding data, a user station, and a security transceiving system and a method using the master station and the user station are provided to encipher satellite observation data, and to transmit the enciphered data to user stations entitled to use the data, so that the entitled user stations only can receive the enciphered data. CONSTITUTION: A master station(100) comprises as follows. A data processor(101) processes observed data received from an artificial satellite, and outputs plain data. An encryption controller(102) controls the encryption process for an OPK/IV(Operating Key/Initialization Vector) message containing decryption information, and controls the generation of an encryption code used for enciphering the plain data. An MK(Master Key) storage(103) outputs a predetermined MK at certain intervals when an MK select value is inputted. A message enciphering unit(104) enciphers the OPK/IV message. A message formatting unit(105) formats the enciphered OPK/IV message, and transmits the formatted OPK/IV message to user stations.
