PPROBLEM TO BE SOLVED: To provide a spatial scalable coding method or the like whereby scalable coding and decoding can more efficiently be carried out in the case of carrying out the scalable coding and decoding. PSOLUTION: The spatial scalable coding method includes steps of: generating a second image frame partially attended with image distortion configured by unchanging the aspect ratio of an image in a first preset region in an image frame 1601 with an HD resolution but changing the aspect ratio of an image in a second region within the image frame other than the first region; using a coding section 1612 to code the second image frame; decoding the coded image frame to bring the image in the region partially attended with image distortion into an image with the original aspect ratio; obtaining a second decode signal with the HD resolution; and applying inter-layer prediction processing between the image frame 1601 and the second decode signal; and applying coding processing to the image frame 1601 on the basis of the result of the inter-layer prediction processing.
