When the bottom pilot tunnel 12 is constructed to a predetermined length, a water cut-off arch pile roof 14 including an arch and an invert part of the main pit 10 and surrounding its whole periphery is arranged in the next place. The roof 14 has a plurality of curved pipe bodies 16 and curing fillers 18 filled in these curved pipe bodies 16. In the curved pipe bodies 16, joint parts 20 are arranged on their side surfaces. The curved pipe bodies 16 are annularly arranged so as to be mutually adjacent in the tunnel axis direction. In this case, the curved pipe bodies 16 adjacent in the tunnel axis direction are annularly arranged while mutually fitting the joint part 20. When the curved pipe bodies 16 are arranged, the curing fillers 18 are filled inside and solidified.
