A simple crowd control module has a support frame (1) over which is strung a crossed pattern of flexible ties (2) of any suitable material. The tie pattern prevents persons walking over the module and provides an unstable support for persons trying to scramble over the module. The modules can be arranged around a perimeter either standing above the ground or in a defensive ditch. Suitable tie materials include plastic, rubber, metal etc. with the diameter of the ties sufficiently small to deny hand grips.
