PROBLEM TO BE SOLVED: To provide a bag material for civil engineering which prevents a filler from moving by a water flow and ocean waves and in which shear deformation is not generated, and a bag body using the same. SOLUTION: The bag material for civil engineering with ocean wave resistance is characterized in that the bag material is formed by a net woven of a synthetic fiber and used by filling the filler, and a middle binder, which is connected to a bag material part, drawn out to the outside from a mouth part that is a closed opening of the bag material, and connects a bottom part and the mouth part, is provided, the bag material is constituted by using a net assembly drawn up by bundling nets of the bottom part as the middle binder, and the manufacturing method of the bag body in which the fillers are filled in these bag materials.
