PPROBLEM TO BE SOLVED: To provide an image subjective quality estimating technology capable of estimating a user subjective quality according to difference in user's features, and to provide a video image transmission control technology based on it. PSOLUTION: A plurality of original images is encoded and decoded by changing parameters of coding or decoding to generate a decoded image, and a subject's subjectivity quality value shown to the decoded image is collected. Next, subject's profile information is collected and made to be dummy variable-ized, and a subjective quality estimating equation is derived. Wherein the equation is a relational expression between the collected subjective quality value, the dummy variable value, and the parameters. Then, the profile information on a user to be processed is acquired, and a dummy variable value expressing the profile information is identified. Next a subjective quality value requested by the user is acquired. Finally, parameters of coding or decoding to obtain the subjective quality value requested by the user demands is determined, based on the derived subjective quality estimating equation, the identified dummy variable value, and the acquired subjective quality value of the user request.
