PROBLEM TO BE SOLVED: To provide a surface-treated metallic sheet with outstanding press scoring resistance and coil deformation resistance and a manufacturing method for obtaining the surface-treated metallic sheet. SOLUTION: The 0.05-0.3 g/m2, in terms of a dry mass, of an aqueous organic and inorganic composite paint (E) constituted of a lubricant (A) 1 which is a polyolefin wax dispersion with a molecular weight of 6,000-15,000 obtained by adding an aqueous resin and/or a chloride silicate and water, and if necessary, a lubricant (B) 5 which is a polyolefin wax dispersion with a molecular weight of 1,000-5,000, are applied to the upper layer of a plated metallic sheet 3. Next, the aqueous organic and inorganic composite paint (E) is baked to form a first layer and 0.5-5.0 g/m2, in terms of a dry mass, of an aqueous organic and inorganic composite paint (F) which is constituted of the aqueous resin and/or the chloride silicate, a colloidal silica and water and contains 5-35 mass% of the colloidal silica in terms of a solid matter are applied and baked to form a second layer.
