PPROBLEM TO BE SOLVED: To generate data for quantitatively indicating time species characteristics of a use situation of a site. PSOLUTION: This time species characteristic generating system comprises a use situation acquiring section 6 extracting transition data indicating the variation of the use degree of a site from log data; a variation data generating section 8 generating variation data indicating the variation of the use degree of the site with a set Y of values indicating the use degree of the site based on the transition data; a time species data recording section 11 recording a plurality of time species and the respective time species factor values of the plurality of time species; a time species factor extracting section 9 generating a set Di of the time species factor values corresponding to the time species extracted from the plurality of time species; and a time species characteristic generating section 13 generating data indicating time species characteristics of the use situation of the site by computing a coefficient ai to minimize the square of an error b in an expression with the set Di as an explanatory variable and with the set Y as an explained variable.
