A bridge replacement construction method and apparatus for adding ballast to an old ballastless bridge of road or railway using a temporary structure are provided to reduce the construction period by making a new bridge on a temporary bent and transferring the bridge to replacement site. A bridge replacement construction method comprises a step of performing chipping on the abutment and pier of the existing bridge and setting up a foam, a step of performing cross section reinforcement(600) by pouring concrete in the foam and setting up a new bridge support on the top, a step of setting a concrete base(301) between the abutment and pier and between the piers and then installing a fixing device(300) and a power facility(302), a step of installing a temporary bent(320) between second and third horizontal beams(310,315), a step of making a new bridge(313) on the temporary bent, a step of filling a sleeper(102) and gravel(401) in the new bridge, a step of fixing to the temporary bent to a second vertical beam(303), and a step of removing the temporary bent and placing the new bridge.
