The device (1) has a torsion spring driving a circular cam (3) between initial and final angular positions. The cam is placed in the initial angular position in which the spring is retained by a blocking unit (45) during an armed position of the device. The cam turns into final angular position, in a time delay position of the device. The cam reaches the final angular position in which an activation unit (28) activates a rigid rod with a preset delay relative to action of initial start corresponding to a travel time of the cam, during an activation position of the device. An independent claim is also included for additional range increasing equipment for smart bomb, comprising wings in retracted position.
