PROBLEM TO BE SOLVED: To suppress increase in the communication amount of packets or a throughput at a quarantine control device, while a pseudo ARP response packet is transmitted to a terminal device by unicast.;SOLUTION: The quarantine control device includes a communication jammer for performing communication interference processing. The communication jammer includes a first pseudo ARP response transmitting unit, a second pseudo ARP response transmitting unit, and an identification unit. The first pseudo ARP response transmitting unit transmits by broadcast a pseudo ARP response packet, whose the source IP address is an IP address of a terminal device to be jammed and whose the source MAC address is a MAC address of the quarantine control device. The second pseudo ARP response transmitting unit transmits the pseudo ARP response packet by unicast. The identification unit identifies an incorrect learning disable terminal device which cannot incorrectly learn a MAC address of the terminal device to be jammed, with the pseudo ARP response packet transmitted by broadcast by the first pseudo ARP response transmitting unit.
