PPROBLEM TO BE SOLVED: To provide a system for checking attendance, participation, start and end of working or a state of application for medical examination, which prevents spoofing while reducing the operation load and time for both a checker and a person to be checked, and a method for checking attendance, participation, start and end of working, or a state of application for medical examination using the system. PSOLUTION: The attendance checking system includes: a computer on the side of checking of the attendance, the computer having functions of creating an encrypted key, creating and outputting a QR code to an information transmission medium, receiving e-mail from a participant and reading text data and a hash value written therein, creating a verification hash value, comparing the hash value written in the received e-mail with the verification hash value to verify whether it is correct or not, reporting, based on the comparison result, whether to accept an application; and a cellular phone of the participant or the like, including a digital camera, a function for reading a QR code captured, and an e-mail transmitting and receiving function.
