PPROBLEM TO BE SOLVED: To provide a double embedding of watermark with high precision. PSOLUTION: In a watermark embedding system which consists of a transmission system which embeds watermark to a transmitting content and a receiving system which embeds watermark to a received content, the transmission equipment has a first watermark embedding equipment which embeds watermark to the content which transmits with a first embedding system. The receiving equipment has a second watermark embedding equipment which embeds watermark to the content which receives with a second embedding system different from the first embedded system. The first embedding system or the second embedding system solves the above-mentioned problem by adopting an embedding system which embeds watermark at frequency band of wide areas other than DC or at least one short-range frequency band.
