The system has a sand pipe (3) with a sand discharge opening (4) aligned on a rail (2) infront of a wheel (1) of a rail-vehicle i.e. low-floor vehicle. A draining device is attached to the sand pipe and exhibits draining points (6) arranged nearer to the rail. The draining device consists of a sheet metal (5). The draining device is designed as a box opened downward, and the sand pipe ends in the draining device. Edges limiting lower opening of the box have deepest points. The edges are aligned diagonally downward.
