PROBLEM TO BE SOLVED: To avoid a delay in the transmission of information caused by the exchange of information between sources, and to reduce a sensing cost in a cognitive wireless communication system.;SOLUTION: The cognitive wireless communication system includes a spectrum sensor, a cognitive engine, a regulatory information database, and a white space sensing database. The white space sensing databases are provided between the spectrum sensor and the cognitive engine, and between the regulatory information database and the cognitive engine. The white space sensing database acquires sensing information from the spectrum sensor, and acquires the regulatory information from the regulatory information database.
