PROBLEM TO BE SOLVED: To efficiently and accurately estimate a flow in a mountain river for which the flow is not yet measured by improving a conventional river flow estimating method by basin ratio.;SOLUTION: Based on a commercial terrain map, the heights and the areas of river basins to be examined (a plurality of river basins) by height zone are measured. Using these measured values as input data, a three-dimensional basin terrain correlated area Aeq and a three-dimensional basin terrain correlated height Heq which three-dimensionally capture a basin terrain are calculated independently and definitely, and the regression function of a river flow including at least Aeq and Heq in the variables is derived. By adopting the regression function, the estimated flow at a point where a flow is not yet measured is calculated. In addition, by adopting the regression function, the river flow is estimated, and a verification error rate is calculated to evaluate whether the regression function is appropriate or not.;COPYRIGHT: (C)2011,JPO&INPIT
