PROBLEM TO BE SOLVED: To provide a water-retaining pad which can suitably be used for an industrial method for greening a rooftop and can simplify the structure of a water retaining and draining layer, to provide a vegetation base using the pad, and to provide an industrial method for greening the rooftop. SOLUTION: This plate-like, water-retaining pad 6 used for an industrial method for greening the rooftop 1 of a building, characterized by comprising the solidified product of fibers with a foamed polyurethane and compression- molding longitudinal and latitudinal grooves a, b on the back side of the pad. The vegetation base for greening the rooftop, characterized by laying a root- resistant sheet 5 on the water-proof treated portion 4 of the rooftop 1, setting the water-retaining pad 6 onto the root resistant sheet 5, applying a vegetation base material 8 to the water-retaining pad 6 to form a vegetation base 9, and then allowing plants to vegetate in the vegetation base 9.
