PURPOSE: A hydraulic core drill, having a waste water collecting function, and method for drilling hole for excavating bed rock or disassembling concrete construction are provided to prevent contaminating of sea and river by using a hydraulic core drill having a waste water collecting function. CONSTITUTION: A hydraulic core drill, having a waste water collecting function comprises a anti-diffusion collecting part, and a precipitation member. The anti-diffusion collecting part is installed in the downward part of a puncture bit. The anti-diffusion collecting part reduces the noise from an excavation process. The precipitation member compulsorily receives the waste water, which is collected by the anti-diffusion collecting part, through a pump. The waste water comprises dust and sludge. The precipitation member makes precipitates the sludge contained within the waste water in order to discharge clean water. The anti-diffusion collecting part comprises a collecting tube and an elastic adhesion member(22).
