PURPOSE: A cement-free magnesium-based alkali-activated binder is provided to ensure excellent workability and strength using an alkaline inorganic material capable of controlling a hardening rate of the cement-free magnesium-based alkali-activated binder in an optimal ratio. CONSTITUTION: A cement-free magnesium-based alkali-activated binder comprises slag or fly ash, and a magnesium-containing alkaline inorganic material. The magnesium-containing alkaline inorganic material is at least one selected from magnesium sulfate, magnesium nitrate, magnesium silicate, magnesium hydroxide, magnesium chloride, magnesium stearate, metaphosphoric acid magnesium, magnesium lactate and magnesium oxide.
