The invention relates to a composite material used for the ecological rehabilitation of tailings heaps and to a process for preparing the same. The claimed material comprises 10...12 kg water, 80...115 kg protein polymer, 20...35 kg anionic polyacrylamide or 30...50 kg polyvinyl alcohol, 15...23 kg dipotassium phosphate which are mixed in a ratio of 20...30 parts by weight with 65...80 parts by weight of sludge from tanneries or urban water purifying plants. The claimed process consists in stirring the mixture of components for 60...90 min at a temperature of 78...93°C, thereafter reducing the temperature down to 35...60°C and introducing 185...230 g of an enzymatic product, stirring for 40...60 min, adding 1...2 kg of boric acid, stirring the mixture for 10...15 min, wherefrom there results a material which is applied on degraded soils.
