The device has a rotor generating Doppler radar echoes by reflection of incident radar waves. A horn antenna (1) functions as a receiver antenna for receiving incident radar waves and a transmitter antenna for radiating Doppler echo. Another horn antenna (2) functions as the transmitter antenna for sending the incident radar waves received by the former horn antenna to a rotor and the receiver antenna for receiving Doppler echoes radiated from the rotor. The antennas are connected with each other through a waveguide (3) and designed as pyramid horn antenna and standard gain horn antenna.
