PROBLEM TO BE SOLVED: To provide a polymer mixed solution excellent in terms of cost while preventing a defective mixture from occurring.;SOLUTION: An apparatus for manufacturing the polymer mixed solution comprises a polymer mixing container and a rotary rotor 2 in the container and satisfies the following items. 1. There is provided the rotary rotor having a truncated cone shape, in which a lower surface circle is larger than an upper surface circle, and capable of rotating. 2. There is provided a polymer introducing opening 1 capable of providing the polymer to the upper surface of the rotary rotor 2. 3. There is provided a solvent introducing opening 3 on the side surface of the mixing container. 4. There is provided a mixing chamber 4, which is a space between the outside surface of the rotary rotor and the inside surface of the mixing container and has 5-50 mm gap of the space. 5. There are provided pins 6, 7 in the outside surface of the rotary rotor and the inside surface of the mixing container. 6. There is provided a scraping blade, for sending the mixed solution to a deriving opening, in the bottom part on the outside of the rotary rotor. 7.
