PROBLEM TO BE SOLVED: To provide a disaster monitoring network system and a disaster monitoring method which prevent damage or loss of management information that should be held by the network system when disaster occurs.;SOLUTION: On receiving disaster information, a disaster monitoring network system 1000 refers to an assignment table (assignment information) 100 to determine a control method for reducing damage by disaster according to the type of the received disaster information. Also, the disaster monitoring network system 1000 refers to the control target management table (control target management information) 200 to identify a network device which is a control target in a disaster area on the basis of the disaster information.
