PROBLEM TO BE SOLVED: To provide an earthquake identification apparatus and an earthquake identification method that identify the scale of an earthquake quickly from ground movement data.SOLUTION: An earthquake identification apparatus includes a data reception unit 11 which receives information on an earthquake transmitted from seismographs 2 provided at respective observation points, and a control arithmetic unit 12 which computes data that the data reception unit 11 receives, and the control arithmetic unit 12 includes a data totaling unit 12a which totals the number of observation points for each preset lower-limit value of seismic intensity from the information that the data reception unit 11 receives, and an alarm determination unit 12b which determines whether a giant earthquake is detected from the number of observation points that the data totaling unit 12a totals.
