PROBLEM TO BE SOLVED: To enable reliable communication of only information useful for a person asking for a road in the case of being asked for the road in a street and the like.;SOLUTION: In a road guidance message provision device 3, a request extraction part 310 extracts movement means, a start point and a destination included in a road guidance message provision request sent from a user terminal device 1, and a route search process part 311 searches for a route in the case of going to the destination from the start point using the movement means.
