PROBLEM TO BE SOLVED: To precisely detect abnormality of a user within a specific space while protecting privacy.SOLUTION: A discrimination processing unit 20 captures thermal image data acquired by a thermal image sensor 10 disposed at a prescribed place within the specific space 30 at each prescribed time. The discrimination processing unit 20 calculates a temperature value in pixel or pixel area units from the captured thermal image data, based on a calculating formula for discrimination stored in a storage unit 22, and a thermal image discrimination value of the thermal image data acquired by substituting into the calculating formula for discrimination is calculated. Then, the calculated thermal image discrimination value is compared with a threshold for recognizing abnormality stored in the storage unit 22. When the thermal image discrimination value exceeds the threshold for recognizing abnormality, it is determined that abnormality occurs in a user within the specific space 30 and an abnormality occurrence signal indicating abnormal detection is outputted to the outside via an input/output unit 21.
