The present invention relates to a method and device for performing inter-layer prediction in a scalable video coding and decoding system. Various embodiments of the inter-layer video coding method are provided. The various embodiments generate residue information and predictive information including a motion vector, a predictive direction and a reference index by performing inter-prediction on basic layer image blocks; determine, from among the basic layer image blocks, a basic layer reference block corresponding to the position of the current block from among enhanced layer image blocks; perform inter-prediction on the current block by using predictive information when the predictive information on the current block is determined by using predictive information on the basic layer reference block; and generate a slice header including information representing that motion vector prediction between a basic layer image and an enhanced layer image is allowed.
